Upskilling and reskilling programme in key sectors

The purpose of the project is to upgrade the knowledge and skills of unemployed people and/or to reskill them. Specifically, the project aims to help beneficiaries acquire and/or update and upgrade their professional knowledge and skills, and to obtain the corresponding certification, so that they can meet the current demands of the labour market in high-demand sectors. Delivery of the project is expected to achieve the following indicative objectives:

1. Preventing and addressing unemployment through the acquisition of professional knowledge and skills. At the same time, the digital skills of unemployed people are upgraded through the training method chosen.
2. Increasing the employability of unemployed people.
3. Equipping unemployed people with knowledge and professional skills through training programmes that answer the needs of the economy, particularly in key sectors.

The project forms part of the National Recovery and Resilience Plan "Greece 2.0", funded by the European Union – NextGenerationEU, which comprises an integrated and coherent set of reforms and investments organised into four (4) pillars made up of eighteen (18) components. This project falls under the third (3) pillar: Employment, Skills and Social Cohesion, and specifically under component 3.2: Strengthening the digital capabilities of education and modernising vocational education and training, and under Action 16792 "Modernisation of the vocational training system of OAED & LAEK". The project is delivered through Training Vouchers and Certification Vouchers.

The implementing body is DYPA, and delivery follows the provisions of DYPA Board Decision no. 1664/68/01.07.2025 (Government Gazette B' 3436), as in force, together with Inclusion Decision ref. no. 167696/12.11.2024 of the Alternate Minister of National Economy and Finance on the "Inclusion of the project 'Grant to DYPA for the delivery of training programmes in key sectors' (MIS RRF code 5223464) in the Recovery and Resilience Facility under Action ID 16792 — Modernisation of the vocational training system of OAED and LAEK" (ADA: 98XXIE7P).

1.1 Scope of the programme

Under this call, up to 21,128 beneficiaries are to be trained in "Continuing Vocational Training programmes in key sectors", namely industry, crafts, commerce and exports.

Specifically, the plan provides for training of:

• up to 3,000 beneficiaries in the industry sector,
• up to 3,000 beneficiaries in the crafts sector,
• up to 7,564 beneficiaries in the commerce sector, and
• up to 7,564 beneficiaries in the exports sector.

The scope covers the provision of theoretical training services leading to certification of knowledge and skills, addressed to unemployed beneficiaries registered in the DYPA Digital Register and aged over 18.

Specifically, the services provided under this project comprise:

1. Theoretical training programmes (through the provision of a Training Voucher) of 200–450 hours, leading to the acquisition of the knowledge and skills required in the key sectors of commerce, exports, industry and crafts.
2. Certification of the knowledge and skills (through the provision of a Certification Voucher) acquired through the above training programmes.
3. Matching the professional profile of beneficiaries with businesses in the key sectors, carried out by the sectors' representative bodies in close cooperation with the employment counsellors of DYPA's KPA2 employment centres.
