Upskilling and reskilling programmes in high-demand sectors, focusing on digital and green skills and financial literacy (MIS RRF code 5227573), under Action 16913
The purpose of the project is to upgrade the knowledge and skills of private-sector employees and/or to reskill them. Specifically, the project aims to help beneficiaries acquire and/or update and upgrade their professional knowledge and skills, and to obtain the corresponding certification, so that they can meet the current demands of the labour market in sectors of the economy with growth prospects.
The project forms part of the National Recovery and Resilience Plan "Greece 2.0", funded by the European Union – NextGenerationEU, which comprises an integrated and coherent set of reforms and investments organised into four (4) pillars made up of eighteen (18) components. This project falls under the third (3) pillar: Employment, Skills and Social Cohesion, and specifically under component 3.2: Strengthening the digital capabilities of education and modernising vocational education and training, and under Action 16913 "New strategy for lifelong learning & the national upskilling system".
The project is delivered through Training Vouchers and Certification Vouchers.
The implementing body is DYPA, and delivery follows the provisions of DYPA Board Decision no. 488/16/27.02.2026 (Government Gazette B' 1089) and Decision no. 7575 EX 2026/16.01.2026 (ADA: TG65I-0B2) of the Alternate Minister of National Economy and Finance on the "Inclusion of the project 'Grant to DYPA for the delivery of the project: Upskilling and reskilling programmes in high-demand sectors, focusing on digital, green and financial literacy skills' (MIS RRF code 5227573), Action ID 16913 of the Recovery and Resilience Facility", as amended and in force by Decision 16652 EX 2026/30.01.2026 (ADA: 9PIPI-OA4).
Scope of the programme
Under this call, up to 114,384 employed beneficiaries are to be trained in Continuing Vocational Training programmes for the development of digital, "green" and financial literacy skills.
The maximum number of beneficiaries per programme category is set as follows:
- digital skills programmes: up to 37% of the total
- green skills programmes: up to 33% of the total
- financial literacy programmes: up to 30% of the total
The scope covers the provision of theoretical training services leading to certification of knowledge and skills, addressed to private-sector employees aged over 18.
Specifically, the services provided under this programme comprise:
- Theoretical training programmes of 150 hours leading to the acquisition of digital and "green" knowledge and skills, together with financial literacy skills (through the provision of a Training Voucher)
- Certification of the knowledge and skills (through the provision of a Certification Voucher) acquired through the above training programmes.
