Under the Operational Programme "Human Resources Development" of the National Strategic Reference Framework, provision was made for Local Employment Support Programmes under Action 7: Local employment plans adapted to the needs of local labour markets, within Intervention Category 1: Active employment policies, under Priority Axes 3.1, 3.2 and 3.3 of the Operational Programme "Human Resources Development 2007-2013".
The purpose of these operations was to activate and mobilise local bodies in order to secure the creation of jobs for unemployed people, on the basis of a diagnosis of specific local needs and of the development potential of the intervention areas.
The operations covered the preparation of unemployed beneficiaries and included every necessary step, from the selection process through to confirmation that jobs had been created. The cost of creating the job itself was not included in the cost of these operations. The operations took local labour markets as their frame of reference and focused on supporting both beneficiaries and businesses within a defined area, so as to match the supply of and demand for labour.
